SUMMARY OF DUTIES:
Amtrak is delivering one of the most significant and complex rail infrastructure programs - the Sawtooth Bridges Replacement Program. This multi-phased CMAR megaproject includes major bridges replacement, heavy civil works, rail systems integration, and multiple construction packages delivered under a CMAR model.
We are seeking a Senior Estimator & Commercial Manager with strong contractor-side experience to lead estimating oversight and commercial strategy, including GMP negotiations across multiple CMAR construction packages.
ESSENTIAL FUNCTIONS:
Estimating
• Review, analyze, and assess of CMAR contractor cost models for multiple work packages.
• Review reconciled CMAR pricing with Amtrak’s Independent Cost Estimates (ICE).
• Review labor productivity, subcontractor pricing, allowances, escalation, and contingencies with Amtrak’s Independent Cost Estimates (ICE).
• Estimate validation, bid reviews, and cost alignment across packages.
Commercial & Contract Management
• Lead GMP process with the CMAR for multiple construction packages, ensuring alignment with scope, cost drivers, risk allocation, and commercial terms.
• Support overall commercial strategy for multi-phase CMAR delivery.
• Work closely with Amtrak Legal, commercial, and procurement Team to modify, rework, and negotiate General provisions (GPs) and Division 1 requirements.
• Advise leadership on negotiation strategies, claims, and commercial trade-offs.
• Manage commercial exposure related to pricing assumptions, scope gaps, schedule impacts, and contractual obligations.
Procurement, Subcontracting & Contractor Interface
• Review subcontractor procurement packages, bid leveling, and buyout strategies.
• Evaluate subcontractor quotes, exclusions, scope alignment, and pricing assumptions.
• Build strong, effective relationships with CMAR partners and major subcontractors.
Commercial Risk, Change Orders & Claims
• Development and maintenance of the Commercial Risk Register.
• Evaluate change order requests, claims, and cost proposals across all packages.
• Work closely with Legal on dispute resolution, negotiation strategies, and documentation.
• Support project leadership throughout the lifecycle of change, negotiation, and closeout.
Cross-Functional Leadership
• Collaborate with Engineering, Project Controls, Legal, Procurement, and senior leadership.
• Prepare commercial and estimating briefings for executive leadership.
MINIMUM QUALIFICATIONS
Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
Plus 7 years of relevant work experience.
PREFERRED QUALIFICATIONS
Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
Plus 9 years of relevant work experience.
KNOWLEDGE, SKILLS AND ABILITIES
• Prior experience working for a General Contractor, Heavy Civil Contractor, CMAR contractor major rail/transit Builder, or independent cost estimator.
• Strong contractor-side estimating experience, especially on large civil, rail, transit, or bridge projects.
• Contractor procurement and subcontract management experience.
• Familiarity with CMAR delivery, progressive design-build, or other alternative delivery models.
• Strong understanding of cost modeling, productivity rates, escalation, and contractor pricing logic.
• Experience modifying or negotiating General Provisions / Division 1 with Legal and Commercial teams.
• Excellent communication, negotiation, and stakeholder management skills.
• Ability to work in a fast-paced, high-complexity megaproject environment.
WORK ENVIRONMENT:
· Combination of office building and jobsite environment.
· Work in cubicle setting; stand, sit, bend, twist, use file drawers.
· Sit at computer to complete assignments, projects, and majority of tasks.
· Ability to work under pressure.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary range is $135,800-$176,040, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
